The objective of this seminar is to help develop a comprehensive strategy for evaluating and assessing the impact of development projects that also incorporates a framework to capture heterogeneity and potential for scaling up as a way to assure external validity. Maximo Torero argues that there are many alternative options that can be used without necessarily restricting to RCT’s and which can help to identify policy relevant interventions.
